You are not paying attention to the reply quote boxes correctly....and writing in the other persons quote box...do you understand?
 
I'm writing (this) in an empty box that dropped down when I clicked 'Reply".

There is no tool bar for smileys here. Just two options (in blue) below the box. 'Insert options' and 'post reply'

OK. this is being written in the box that dropped down from your post 22.

Note, in the space below where the copy of your post 22 is, not in it.
Text starts just below the blue vertical edge of your post.
I see no indication that there is a set of smileys anywhere.

It appears there is a bug in the system that allows someone to post in a previous post selected for response.

Needs mod attention.
 
Try scrolling up a little but on the browser window. Not the forum message box. Sometimes controls are hidden
 
Browser scroll bar takes me to the top of the page. but no sign of smileys.

Nomally I use the old teletex semi-colon-off bracket. The system converts them to smiley.
 
OK I see what's going on I think. When you reply to this hit the 3 dots just right of the chain link and picture frame
