The U.S. Senate Select Committee on Intelligence (SSCI) has unanimously approved legislation aimed at uncovering any Unidentified Aerial Phenomena (UAP)-related technology that is or has been controlled by the federal government. The provisions, which have been made public for the first time, are part of the Fiscal Year 2024 Intelligence Authorization Act (IAA, S. 2103) that was unanimously approved by the Senate Intelligence committee. The legislation requires individuals who possess material or information related to UAP that was protected by special access or restricted access to notify the director of the All-domain Anomaly Resolution Office (AARO) within 60 days of enactment. They are also required to provide a comprehensive list of non-earth origin or exotic UAP material within 180 days for assessment and inspection.

The legislation also includes a provision that protects individuals from criminal or civil action for receiving UAP-related material or information if they comply with the notification and make-available deadlines. It establishes a "safe harbor" period that could potentially facilitate the timely and orderly disclosure of private entities holding non-human technology obtained from the government. The bill further includes a sweeping funding ban for any special-access program related to UAP unless it has been formally described and justified to designated congressional committees and leaders. The legislation reflects the increasing interest in UAP-related matters and aims to enhance transparency and integration across the United States industrial base for research and development purposes.
